Facebook changed its API and is no longer allowing Pages with fewer than 2k Likes to install custom tabs.
If your Facebook Page currently has less than 2,000 followers, you may not be able to add a POWr app to your Facebook Page yet. You will see the following error during the install steps:
Once your Page has enough Likes, you should be able to add any POWr app to your Facebook Page.
Please note: It's currently not possible to install on Facebook Profiles.

Yes, if you are trying to add a 3rd-party iframe tab to your Facebook Page and you haven't previously authorized the 3rd-party developer, you will need to get 2,000 Page likes first.
It's a strange rule and we hope Facebook will reconsider this soon. We believe small businesses that are just starting out should have the option to customize their Facebook Page even more so than already established businesses! Fingers crossed that Facebook will release another update soon 🤞
I have a Real Estate services app specifically designed for business pages which can't have likes. What is the work around?
From what we know, the only way to get around this is by getting those 2k likes until Facebook (hopefully) changes this again.
If the rule is keeping you from even getting enough likes, there are services like https://www.likeservice24.com/buy-targeted-facebook-page-likes that sell a specific number of likes at a reasonable price.

Eight to nine months ago, I have added the jot form in my FB page. Yesterday mistakenly I have deleted and I try to add it again but it says no permission to install custom taps. Let me know why and how can I add.

The only way to re-install your JotForm (or POWr form 😉), is by getting those 2k likes. I posted a link in the comment above to a service where you can purchase likes for your Facebook Page to solve this issue. Maybe give that a try? You can also try submitting feedback to Facebook to see if they are willing to change this rule.

Are this 2k likes needed for the normal business page also?.

Hi Pilar, I would like to ask if you can suggest me something. If you check this FB page https://www.facebook.com/HemoKill%20/app/392634087816254/
and click the second tab just under "Home", you will that their website shows like in an iframe. And they have only 244 likes. Do you think this is done by using the HTML iframe tabs by FB?

It's possible they added that app before the new rule was introduced. Anyone who installed any custom tabs before Spring 2018 can still use those on their Page.

I have over 2k likes but when I go to add the tab my page doesn't show in the dropdown. All my other pages show but not the ones with ove 2K likes. Any ideas?

I have almost 100,000 likes on my page and I still get the get the message :"This page does not have permission to install the custom tab." When I try to add an RSS feed tab. What else can I try?
Hi there, we've received your email to support that includes more details and we'll be taking a look shortly. From what we know (and what's published on Facebook's API documentation), the 2k limit is still in effect and has not been changed (see https://developers.facebook.com/docs/pages/tabs/ ). It's possible this is an admin permission issue or something else. We'll let you know as soon as we know more.
It looks like the issue mentioned above is a known bug in Facebook's system at the moment. See: https://developers.facebook.com/support/bugs/1978223865639904/

I noticed the source of confusion with the 2000 number. That is 2000 Followers, not 2000 Likes!
@Pilar - You made the "follower" distinction in the 2nd paragraph of your article, but everywhere else (inc. comments) this became "likes"
For what it is worth, Facebook's use of Follow/Like for Pages has always confused me. This gets muddled further when those terms are referred to as "Fans".
@Ron Yeah, when the update was first made, Facebook used the terms Likes, Followers, and Fans interchangeably in their various help docs. I don't think "Followers" had even been rolled out to all Pages at the time.
I'm unsure which group the limit actually applies to. As far as I know, when "Followers" were first rolled out, all Likes also automatically become "Followers" (so if you had 3k likes, you now also had 3k followers but moving forward those metrics were tracked separately depending on whether someone liked or followed your page).
