If the shipping price you entered into the POWR Editor is being ignored during checkout, please ensure your Paypal account settings are overriding this.
To update this, login to your PayPal account, and in Account Settings, update the your shipping calculations. Make sure that Use the shipping fee in the transaction instead of my calculator's settings is checked.
Save your settings, and the PayPal button will behave correctly.
